Guard was tapped, not punched, officials say

The security guard who met a top police official inside the Firearms Explosives Security Agencies and Guard Supervisory Section (FESAGGS) was tapped, not punched on the stomach, the officer-in-charge said yesterday.

Supt. Rex Derilo, FESAGGS chief, said he only noticed Senior Supt. Orlando Ualat tapped security guard Ferlito Ompad’s stomach in a mediation held inside his office last Oct. 25.

He claimed that Ompad even challenged Ualat to a fight.

Ompad alleged that Ualat punched him in the stomach inside the FESAGGS office and shoved a terminal ticket in his mouth a day before when the police official brought his wife to the pier area where he was assigned for her trip to Dapitan.

Derilo said Ualat filed his own complaint against Ompad, whom he accused of acting arrogant towards him.

“There were lot of complaints of misbehavior from the agency (that Ompad worked for),” Derilo told Cebu Daily News.

Ualat, a former Mandaue City police chief, is assigned at the logistics division of the Police Regional Office in Central Visayas (PRO-7).

Derilo said they will resolve the case filed by Ualat against Ompad.

“Ualat filed a “discourtesy” complaint against Ompad. We will handle the investigation. We will let both sides explain. We will resolve the case,” Derilo told Cebu Daily News.

Ompad claimed that Ualat shoved a terminal ticket in his mouth after he asked for one just as the police official tried to bring his wife and sisters-in-law to the area.

But Ualat showed to reporters the terminal tickets he bought from a booth, which were all intact.

He also said he used a Toyota Revo vehicle, not a multi-cab as Ompad reported.

There were also no scratches on the gate that Ualat supposedly slammed into after delivering his wife and sisters-in-law to the departure area.

Ualat said he was in a hurry and presented his ID card to Ompad.

He said Ompad brushed it off and asked for the terminal ticket.

Ualat said he asked for Ompad’s firearms license because he couldn’t believe that Ompad behaved arrogantly towards him.

“Security guards were trained to ensure customer service,” Ualat said.

Ompad denied Ualat’s allegations, saying he was being courteous to him.

Chief Senior Supt. Mariano Paez Natu-el of the Regional Investigation and Detective Management Division said they have yet to receive Ompad’s complaint against Ualat.

Ompad works for the GDS Security Agency which encouraged him to file a complaint against Ualat.
