Tycoon’s donation for rehab center taken in good faith–DOH

The Department of Health (DOH) had accepted controversial Chinese businessman Huang Rulun’s donation of a drug rehabilitation facility in good faith, Health Secretary Paulyn Ubial said following reports that Huang is facing a corruption probe in China.

Ubial said she would welcome an investigation into the facility, which stands in a military camp in Nueva Ecija, if it was required.

“They can investigate it. We have nothing to hide. We are transparent, open about all the transactions,” Ubial told reporters on Wednesday evening.

She noted that the investigation into Huang’s activities came after the rehabilitation facility had been turned over to the DOH.

When Huang offered the donation, there were no allegations against him.

“So we cannot put malice or any negative thing about the donation,” she said.

Ubial signed the agreement for the turnover of the facility to the Philippines last year, after Huang offered it to President Duterte.

Mr. Duterte had been all praises for Huang for the donation.

The Financial Times earlier reported that China was looking into bribery allegations involving Huang, a billionaire who has been removed from his post in the Fujian province’s political consultative conference.
