Justice Secretary Vitaliano Aguirre II called “unconstitutional” the move by opposition senators to officially denounce the downgrade of murder charges against police officers implicated in the slay of detained Albuera, Leyte, Mayor Rolando Espinosa Sr. last November.

Aguirre stood by the Department of Justice resolution to amend the charges against the police officers. Dona Z. Pazzibugan
