Republic Act No. 9136 or the Electric Power Industry Reform Act, enacted on June 8, 2001, abolished the Energy Regulatory Board and created the Energy Regulatory Commission which is a purely independent body performing combined quasi-judicial, quasi-legislative and administrative functions in the electric industry.
