The Philippine Overseas Employment Administration (POEA) was established by virtue of Executive Order No. 797 signed on May 1, 1982 by then President Ferdinand Marcos. The executive order integrated the functions of the Overseas Employment Development Board, National Seamen Board, and the overseas employment functions of the Bureau of Employment Service under the POEA.
