Raid yields ‘explosive’ notes

A notepad containing diagrams on how to make a bomb was among the contraband seized during the raid conducted on Monday on six detention facilities at Camp Bagong Diwa in Bicutan, Taguig City.

The jail search was part of the security preparations for the 30th Association of Southeast Asian Nations (Asean) conference, Director Oscar Albayalde, chief of the National Capital Region Police Office (NCRPO), said.

“There is no imminent threat in the coming Asean conference. However, we have to be cautious because the threat is always there, it is global,” Albayalde added.

According to the NCRPO, the lecture note was confiscated from Bahmer Baid Hamsi, a former policeman detained at the Special Intensive Care Area (Sica) 1 on charges of violating Presidential Decree No. 1866 or the law on illegal possession or manufacture of firearms and explosives.

Albayalde said the notepad included a sketch on how to make a car bomb similar to the one used in Cotabato in 2013.

The raid under “Oplan Galugad” was conducted by Team NCRPO led by the Regional Police Intelligence Operation Unit in coordination with the Bureau of Jail Management and Penology-National Capital Region.

Cell phones, lists of contacts and drug paraphernalia were also confiscated from Sica 1 and 2, the Metro Manila District Jail, Manila City Jail, Taguig City Jail and Quezon City Jail annexes.
