April was declared National Hemophilia Awareness Month and April 17 as National Hemophilia Day by virtue of Proclamation No. 1478 signed on April 3, 2008, by then President Gloria Macapagal-Arroyo. According to the Philippine Council for Research and Development, experts estimate that 6,000 to 8,000 Filipinos suffer from hemophilia but only about a thousand have been diagnosed.
