Public Administration Week was moved from the second week of November to the third week of February by virtue of Proclamation No. 82 signed on Feb. 13, 1963, by then President Diosdado Macapagal. The observance was moved as the original designated week was found to be impractical since general elections were always held in November. —MARIELLE MEDINA, INQUIRER RESEARCH
