Today, Dec. 14, is the 153rd birth anniversary of Arsenio Cruz Herrera, the first mayor of Manila. A lawyer by profession, he was the first civilian to hold the post of Manila mayor when he was appointed by Gov. William Howard Taft in 1901. The first building of the Manila City Hall was built in 1904 during his term. He also served as a member of the Malolos Congress and the 3rd Philippine Legislature.
