A former Malabon budget officer has been charged with malversation for failing to liquidate cash advances totaling P950,000 despite the city government’s repeated demands.
State prosecutors charged Elvira Nolasco in the Sandiganbayan with three counts of violating Article 217 of the Revised Penal Code over the cash advances made between December 2003 and March 2004.
Nolasco allegedly requested and received cash advances of P100,000 for Boy and Girls Scouts’ Week; P350,000 for various special activities and P500,000 for various expenses.
According to the charge sheets, “after having received the said amounts, [Nolasco] appropriated, misappropriated and converted the money for her personal use and benefit.”
It added that to date, the cash advances remain “unaccounted [for] and/or unliquidated despite demands, to the damage and prejudice of the city government.”
Prosecutors recommended bail at P120,000.
