Philippine National Police chief Director General Ronald dela Rosa said on Monday that he also got confused when CIDG Region 8 director Superintendent Marvin Marcos was asked to be reinstated by President Rodrigo Duterte, about two weeks before the killing of Albuera mayor Rolando Espinosa Sr.
“Hindi pangkaraniwan, your honor. To be frank, nagtaka ako (It was uncommon, your honor. To be frank, I was puzzled) but who am I to question the wisdom of the President? Which he explained later,” he said at the Senate inquiry looking into the death of Espinosa.
On Oct. 15, Marcos was relieved by Dela Rosa because he wanted further investigation about his alleged drug dealings, but the police official was reinstated on the same day.
Dela Rosa said it was alright because the orders came from the Chief Executive.

Marcos was the head of the CIDG unit that raided Espinosa’s cell in Baybay, Leyte provincial jail last Nov. 5.
He was relieved again from his post after the jail cell incident and was placed under the restrictive custody at Camp Crame.
President Rodrigo Duterte admitted over the weekend that he was the one who ordered Dela Rosa to reinstate Marcos. JE/rga
