Close to 500 houses had been destroyed when fire swept a community in the village of Duljo Fatima in Cebu City on Dec. 2, leaving hundreds of families homeless and dependent on aid.

The fire was the most recent to hit a poor community in Cebu City, which is one of the country’s most congested cities. —NESTLE SEMILLA
