In 2010, the Public Attorney’s Office (PAO) had 1,404 public attorneys nationwide, according to their annual accomplishment report. In the same year, each lawyer handled an average of 3,420 clients and around 450 cases. More than 250 PAO lawyers were assigned in the National Capital Region, more than any other region, according to the same report.—Schatzi Quodala, Inquirer Research
