Sebastian willing to tell all about Bilibid ‘ninja cops’

Kidnapping convict Jaybee Sebastian said he was willing to furnish the Department of Justice (DOJ) with a list of “ninja cops,” or the police who confiscate drugs and make a profit by selling drugs outside the national penitentiary.

Sebastian made this commitment during the last day of the House of Representatives inquiry into the proliferation of drugs at the New Bilibid Prison.

Upon the interpellation of lawmakers, Sebastian said ninja cops are the Bilibid cops who confiscate drugs for show but sell these outside.

Sebastian said these ninja cops are at fault for the proliferation of drugs in the country.

“Kung nakahuli ng malaking droga, imbes na sunugin, imbes na i-surrender 300 kilos, ‘yung 270 kilos pag-papartehan para ibenta uli sa publiko. Pero hindi na pwede hulihin dahil pulis na ang nagbebenta,” Sebastian said.

(If drugs were confiscated, instead of getting rid of it, instead of surrendering 300 kilos, 270 kilos will be divided among them to sell to the public. But they can’t be caught because they’re police.)

“Ito talaga ang dahilan bakit lumaganap ang droga sa Pilipinas. I’m willing to do some researches, ibibigay ko sa Department of Justice (DOJ),” he added.

(This is really the reason why drugs proliferated in the Philippines. I’m willing to do research, and I’ll give it to the DOJ.)

Sebastian has asked the DOJ to accept him under the Witness Protection Program as state witness.

Sebastian said he was willing to look through his phone records and logbooks to spill the beans about the drug transactions inside Bilibid.

He begged off however from revealing his suppliers on live television, although he mentioned convicted drug lord Peter Co as one of his suppliers of drugs from China.

Sebastian said his drugs also came from as far as North Korea, although he refused to mention his suppliers on live television.

Sebastian also admitted that he may have used the bank accounts earlier testified about by other Bilibid inmates where they deposited the millions of earnings from the illegal drug trade.

Sebastian said he would also be willing to furnish the DOJ a list of cops under the payroll of another influential inmate, robbery convict Herbert Colanggo, who also allegedly operated the drug trade inside Bilibid.

In his affidavit, Sebastian admitted that he raised P10 million funds for De Lima from the drug trade, and gave the payola to De Lima’s former aide Jonel Sanchez, who Sebastian alleged had a relationship with De Lima.

Sebastian also denied he was a favored drug lord of De Lima, adding that he was only put in the situation to be the lone fund raiser of De Lima after the latter led a raid in the Bilibid that pulled out 19 inmates.

The 19 inmates, led by robbery convict Herbert Colanggo, were said to be Sebastian’s competitors in the drug trade.

Sebastian however denied that he gave the marching orders to the gang leaders to raise campaign funds for De Lima.
