BASCO, Batanes—The whole province lost power past 7 p.m. on Tuesday (Sept. 13) as typhoon Ferdie dumped strong rains and winds on the northern most part of Luzon.
Residents have buckled down for the storm, after tropical cyclone warning signal no. 4 was hoisted over the Batanes group of islands.
Many farmers have harvested early, hoping to salvage enough produce before the storm struck.
Batanes Gov. Marilou Cayco stayed at the provincial Capitol to coordinate rescue and police teams she put on standby. TVJ
