LTFRB modifies UV Express ban on Edsa

The Land Transportation Franchising and Regulatory Board (LTFRB) has modified its earlier memorandum banning UV Express vehicles on Epifanio Delos Santos Avenue (Edsa), saying it considered the convenience of the riding public.

In memorandum circular no. 2016-013 released on Friday, the LTFRB amended MC No. 2016-009, which prohibited UV vans from plying Edsa except when crossing the thoroughfare to get to their destination.

The LTFRB said UV Express vans from the south of Metro Manila going to Makati may take Skyway going to terminals at Dusit Hotel, Gabriela Silang and other terminals in Makati central business district. Those coming from Makati may take Arnaiz St. going to Edsa, to Magallanes Interchange, and to the South Luzon Expressway.

UV Express vehicles to and from the south, north east (Fairview) and east (Pasig, Marikina and Rizal areas) of Metro Manila going to Cubao area may take C5 to Aurora Boulevard and vice versa.

UV vans from east of the metropolis going to Makati may take the Kalayaan flyover to Buendia Avenue, while those coming from Makati may ply Edsa from Ayala Avenue and turn right to Kalayaan Avenue.

The LTFRB also allowed UV Express service from the north of Metro Manila to traverse Edsa from Balintawak Interchange and drop passengers only at the end of line of MRT North Edsa station and end of line of LRT Muñoz station. But the board said UV drivers were still prohibited from picking up passengers along Edsa “provided these drop-off points are within 2-kilometer radius from the endpoint terminals.”

Northbound UV Express vans may traverse Edsa and exit to Balintawak Interchange going to the North Luzon Expressway, the board added.

The LTFRB maintained that dropping off and picking up of passengers anywhere else on Edsa are still not allowed. RAM/rga
