THE TECHNICAL Education and Skills Development Authority (Tesda) was established by virtue of Republic Act 7796 signed on Aug. 25, 1994 by then President Fidel Ramos.

The establishment of Tesda was a result of the merging of the National Manpower and Youth Council of the Department of Labor and Employment (Dole), the Bureau of Technical and Vocational Education of the Department of Education, and the Apprenticeship Program of the Bureau of Local Employment of the Dole.

The main Tesda office is located on E Service Road in Taguig, Manila. Marielle Medina, Inquirer Research
