BY VIRTUE of Proclamation No. 1001 signed on April 27, 1972, artist Fernando Amorsolo was declared National Artist. On May 15, 1973, Proclamation No. 1144 amended Proclamation No. 1001 and created the National Artists Award Committee, which is tasked to administer the conferment of the category of National Artist to a Filipino citizen who made significant contributions in the field of arts and letters.
