Sen. Alan Peter Cayetano: Lahat sa buong mundo sa science ng criminology, it’s not the actual penalty but the certainty na mahuhuli ka. Pag barkada mo si Napoles- eh siyempre si Napoles icleclear ka barkada mo siya eh, diba? Magiging VP ka. At pag nagging president ka, mga kasama mo, kasama ka sa Korupsyon. You go to the LTO kumuha ka ng lisensya, korupsyon. Bumili ka ng bahay, sa taxes korupsyon. Buong buhay natin korupsyon- wag na tayo mag bulagbulagan unless we change the system.  And only Duterte-Cayetano guarantees that in 6 months. Everyone else, takot mag guarantee sa inyo na ng 6 na buwan tangal ang korupsyon.

Pia Hontiveros: Sen. Cayetano sandal lang po, so your answer is? What is the appropriate penalty?

Sen. Alan Peter Cayetano: It’s not the penalty, it’s the certainty that you will be caught and that you will be punished. So kung sigurado ka na mahuhuli, kahit na isang araw na kulong yan, kahit sampung araw na kulong. Ano- matitigil ang graft and corruption. Pero katuladf ngayon nahuli ka sa, hotel naman ang bilibid nagluluto pa ng shabu eh di, OK lang na mahuli ka.

Sen. Bongbong Marcos: No, no. I was just wondering kasi sinasabi ni Sen. Alan. Paka malaki ang ninakaw mo maging Congressman, mas malaki maging senador. Is that how you became congressman? Is that how he became Senator?
