Today, April 8, is the 99th death anniversary of the first Filipino mayor of Manila, Arsenio Cruz-Herrera. Born in Tondo on Dec. 14, 1863, he was the first civilian to hold the post of mayor of Manila when he was appointed by Gov. William Howard Taft on Aug. 7, 1901. He was elected assemblyman in 1912. He died in 1917 at the age of 53. Marielle Medina, Inquirer Research
