THE LAST Monday of March of every year was declared as Women with Disabilities Day by virtue of Proclamation No. 744 signed in 2004 by then President Gloria Macapagal-Arroyo. The National Council for the Welfare of Disabled Persons, now known as the National Council on Disability Affairs, and the National Commission on the Role of Filipino Women, now known as the Philippine Commission on Women, were tasked to ensure observance of the occasion. For this year, Women with Disabilities Day falls on March 28. Marielle Medina, Inquirer Research
