As of 4 a.m., tropical depression Ramon was seen 300 kilometers west northwest of Iba, Zambales with maximum winds of 55 kilometers per hour, it also said.
It was seen to move northwest at 19 kilometers per hour, it added.
Meanwhile, the rest of the country will be partly cloudy to cloudy with isolated showers or thunderstorms, the state-run weather bureau said.
Moderate to strong winds blowing from the southwest to south will prevail over the western section of the country and the coastal waters along these areas will be moderate to rough, it said.
Elsewhere, winds will be light to moderate coming from the southwest to southeast with slight to moderate seas, it also said.
By Friday evening, Ramon is expected to be 590 kilometers west-southwest of Laoag City, Pagasa said.
