Palace defends Aquino’s veto in SSS pension

Malacañang on Thursday defended President Benigno Aquino III’s move to veto the proposed bill seeking a P2,000 across-the-board increase for pensioners of the Social Security System (SSS).

Communications Secretary Herminio Coloma said the President’s veto was part of a “long-term” vision to further strengthen the stability of the system.

“Ang pangunahing layunin ng pamahalaan ay tiyakin ang katatagan ng pondo ng SSS para tugunan ang pangmatagalang pangangailangan ng lahat ng 31 milyong miyembro nito. Hindi magiging responsable ang pamahalaan kung hahayaang mapariwara o masira ang katatagan ng pondo. Ito na ang magiging sukdulan ng kawalan ng malasakit sa ating mga boss, ang mamamayang Pilipino, kung hahayaan nating mangyari ito,” Coloma told reporters in a press briefing.

“Ang nais ng Pangulo ay maalala siya bilang isang Pangulo na sa lahat ng pagkakataon ‘yung pangmatagalang kapakinabangan at ‘yung kapakanan ng mga mamamayan ang kanyang inisip at hindi lamang nagpasa ng mas malaking problema sa susunod na administrasyon,” he said.

Coloma said the cash outflow from the proposed monthly increase would amount to P56 billion, significantly higher than SSS’s annual investment income of P30 billion.

“Kaya’t ito ang magiging dahilan kung bakit mapapabilis ‘yung pagkalugi o ‘yung pagbawas sa buhay ng pondo kapag pinayagan ito,” he said.

But Coloma said the government remained open to other measures that would benefit pensioners aside from the P2,000 across-the-board increase.

“Patuloy na sinusuri ng SSS ang hanay ng mga benepisyo na ipinagkakaloob sa mga miyembro habang isinasaalang-alang ‘yung katatagan ng pondo. Sa lahat kasi ng pagkakataon, pansinin natin doon sa operations ng SSS, mayrong members’ contribution at mayroong investment income. Kailangan ‘yung members’ contribution plus investment income minus operating expenses, dapat ay malaki palagi ‘yon kaysa doon sa cash outflow,” Coloma said.

“Nananatiling bukas ang pamahalaan at patuloy na pinag-aaralan ng pangasiwaan ng SSS kung paano pa higit na mapapahusay ang serbisyo sa mga miyembro at kung ano pang mga benepisyo ang maaaring maibigay sa kanila habang isinasaalang-alang ‘yung katatagan o estabilidad ng pondo at ‘yung tinatawag na ‘actuarial life’ nito na hindi dapat mapariwara,” he added.
