DAVAO CITY, Philippines – Mayor Rodrigo Duterte’s certificate of candidacy (COC) for his reelection is valid and in order, according to a lawyer who has heard that many people have doubted the public document.
The lawyer’s assertion means that Duterte is serious about running for reelection, and not for president.
The lawyer who notarized Duterte’s COC have refuted all the questions on the validity of Duterte’s COC, as supporters continue to hope against hope that Duterte will finally appear at the Intramuros Friday before the 5 p.m. deadline to file his COC for presidency.
Lawyer Samuel Dagpin, the notary lawyer, said Duterte filed his COC using his passport to prove his identity, hence, the November 13, 2012 date was valid because it referred to the date of issue of his passport, which expires on November 13, 2017.
“The date of issue of competent evidence of identity of Duterte’s COC was November 13, 2012, because Duterte used his passport, which validity is within five years, so it has not yet expired,” Dagpin said.
“In fact, the page of Duterte’s passport, including the picture, the number, the date issued and the date expired were attached in the COC,” Dagpin said.
Dagpin also said that the validity of his notary commission, issued by Judge Pelagio Paguican of the Regional Trial Court Branch 11 on December 3, 2014, covered the period of January 1, 2015 to December 2016, hence, it still covered the date he notarized Duterte’s COC.
He also said that people were harping on the validity of his PTR and IBP receipt numbers, which were dated 12-23- 2014 and 12-22-2014, respectively; but both these receipts had their effectivity in 2015. SFM
