Former GSIS chief Garcia files COC for Cebu governor

CEBU CITY—A former general manager of the Government Service Insurance System is making a comeback in Cebu politics.

Winston Garcia, who served as provincial board member in the 1990s, filed his certificate of candidacy for governor under One Cebu, a political party ran by his family.

Garcia was first to visit the Commission on Elections (Comelec) provincial office at 9:30 a.m.

He was accompanied by his father and former second district representative Pablo Garcia.

His sister, Rep. Gwen Garcia of the 3rd district, also filed her COC for another term while younger brother, Pablo John, filed his COC for congressman in the new 7th district in Cebu.

While the Garcias occupy the Comelec office, Liberal Party candidates led by re-electionist governor Hilario Davide III arrived at the provincial Comelec office.

The group came from their 9 a.m. Mass at the Capitol Parish located about a kilometer away from the Capitol.

Winston Garcia and Davide exchanged smiles as they shook hands when the former left the Comelec office.
