LEGAZPI CITY, Philippines – Former representative Edcel Lagman of the first district of Albay was the first politician in the province to file his certificate of candidacy (COC) at the provincial office of the Commission on Elections (Comelec) based in this city.

Lagman is running again as representative of the first district under the Liberal Party (LP), to replace his son, Edcel “Grix” Lagman Jr., who is currently serving his first term.

Grix won the post in the 2013 elections and replaced his father, who was then no longer eligible to run for another three-year term as he had already served three consecutive terms of office.

Lawyer Romeo Serrano, Comelec Albay provincial supervisor, said the older Lagman did not personally appear to file the COC and was instead represented by a Rose Bombales, who filed Lagman’s COC at exactly 8 a.m., Serrano said.
