CITY OF MALOLOS–A Bulacan court denied a petition filed by detained former Army general Jovito Palparan to leave his jail cell and proceed to the Commission on Elections on Oct. 12 to fix his voters records in preparation for a run for the Senate.
“After a judicious assessment of the arguments raised, the court is inclined to deny accused motion,” states Regional Trial Court Judge Alexander Tamayo in an Oct. 7 decision.
“The Comelec has set rules and regulations among others and a provision for detainee satellite registration and [for] providing guidelines in the conduct thereof which the accused, as (a detainee), can avail without leaving (his) detention (facility),” Tamayo said.
Palparan asked for permission to visit Comelec last week during the continuation of his trial for the kidnapping and serious illegal detention of missing University of the Philippines students Karen Empeño and Sherlyn Cadapan.
