MANILA, Philippines—Debate on the controversial Reproductive Health bill won’t extend to next year or next session of the 15th Congress in July next year, its principal author said.
Albay Representative Edcel Lagman said, “I think even before we discuss the 2012 budget, the debate regarding RH Bill will be finished.”
Lagman said that although “there are many (Congressmen) who wanted to be included on the list [of interpolators],” “only a few will interpolate.”
When asked about the repetitive questions of those who are against the bill, Lagman said, “Speaker Belmonte will release a memorandum that will govern the rules of engagement….I think this will avoid the repetition of certain questions.”
With the release of such a memorandum, “it will give this (bill) a proper debate, and according to our Speaker we should take a vote because this is the best test to know if we want this (bill) or not.”
He vowed to work for the passage of the bill because “this is our commitment.”
The bill has gathered more heat as several Catholic schools have openly voiced their opposition to it. Ateneo de Manila University, though it has not threatened to expel students who support the bill, said that its gates are open for them to leave.—Roemart Tamayo, trainee
