IN 1976, Presidential Decree No. 1003-A created the title of National Scientist, the highest honor given to a Filipino who has made significant contributions in any of the different fields of science and technology. On Sept. 19, 2003, Executive Order No. 236 signed by then President Gloria Macapagal-Arroyo instituted the Order of National Scientists. Since 1978, Malacañang has conferred the rank and title of National Scientist on 41 Filipinos. Marielle Medina, Inquirer Research
