Napolcom convenes council for reforms
The National Police Commission (Napolcom) has convened its advisory council for transformation as part of its reform efforts as overseer of the Philippine National Police.
Napolcom vice chairperson Eduardo Escueta said the council would help ensure the effective implementation of the government’s Performance Governance System.
“This serves as the advisory board envisioned to encourage leaders and citizens to exchange ideas and determine sustainable solutions to critical issues, thereby making governance a shared responsibility,” Escueta said.
Members of the council, headed by Dr. Jesus P. Estanislao, chairperson of the Institute for Solidarity in Asia, come from different sectors and are expected to widen the Napolcom’s scope of influence and broaden their perspectives.

Article continues after this advertisementEscueta said the Napolcom adopted the Performance Governance System in 2014 as part of its reform efforts to strengthen its institutional capacity as overseer of the police force. The agency’s version of the system, or the 2020 Napolcom Transformation Plan, will be its tool in aligning its shift from traditional reactive policing to community and service-oriented policing.
The council will advise the Napolcom in identifying key priorities and strategic issues in line with the transformation plan and recommend measures for improved efficiency and effectiveness in strategy management. Julie M. Aurelio
