Teller’s slay: BI asked to put suspects on watch list
ANGELES CITY—Police have asked the Department of Justice to recommend the inclusion of two suspects in the murder of bank teller Tania Camille Dee in the Bureau of Immigration’s watch list pending the filing of cases against them.
In a letter sent to City Prosecutor Oliver Garcia on Wednesday, Chief Insp. Ferdinand Aguilar, chief of the Criminal Investigation and Detection Team (CIDT) in Pampanga, cited the complaint of Dee’s sister alleging that the murder was carried out by Fidel Sheldon Arcenas, Dee’s former husband, and his girlfriend, Maria Angela Francesca Dychioco.
Dee, a teller of a Rizal Commercial Banking Corp. (RCBC) branch in Manila, was declared missing after meeting Arcenas in a restaurant here on June 20. Her body was exhumed by police in the backyard of a house owned by the family of Dychioco in Barangay Balibago here on June 28.
“[The] suspects in this case are scions of affluent families in Angeles City and are capable of leaving the Philippines anytime,” said the letter.
The Angeles City Parole and Probation Office has also issued a certification saying Arcenas is under probation in relation to an attempted homicide case several years ago.
Isagani Villena, chief probation and parole officer, said the probation period started on Nov. 15, 2011 and would end on Nov. 15 this year.
Mayor Edgardo Pamintuan has offered P200,000 to anyone who could provide information that would lead to the arrest of Arcenas.
“The gruesome murder strikes fear in the hearts of every [Angeles resident] and we expect no less than an early resolution of the matter with the [immediate] arrest of the suspect, whatever his station in life,” Pamintuan said, referring to Arcenas.
Pamintuan admitted that he knew Arcenas’ father, Fidel, who once served as his adviser.
The elder Arcenas is now assistant chief operating officer for administration and finance of the Tourism Infrastructure and Enterprise Zone Authority.
He also served as adviser to former Pampanga governor and now Sen. Manuel “Lito” Lapid and was former provincial administrator during the term of Mark Lapid, the senator’s son, as governor.
Pamintuan said he has not spoken with the elder Arcenas for quite some time. “I am asking Mr. Arcenas now to help us by asking his son to surrender,” said the mayor.
