Another communist leader nabbed in Cavite

A high-ranking leader of the communist New People’s Army (NPA) was captured by a military and police team in Cavite on Friday.

Dioby Borre, alias Kumander Nene/Bibiet/Billy Santiago, is reportedly the husband of Andrea Rosal, daughter of the late NPA spokesperson Ka Roger Rosal.

He was captured at about 3 p.m. in Barangay Sta. Rosa 1, Noveleta, by members of the Cavite police, the Criminal Investigation and Detection Group and the Philippine Army’s 9th Infantry Division.

A warrant for murder and kidnapping had been issued by a regional trial court in Mauban, Quezon.

Rosales, who is believed to have followed her father into the communist movement, was arrested in March 2014 on the strength of the same warrant.

Rosal was pregnant when she was arrested and gave birth while in detention. The baby, however, later died at the Philippine General Hospital due to oxygen deficiency in the blood.

Seized from Borre were several mobile phones and subscriber identity module (SIM) cards, as well as a picture of Ka Roger’s grave.

The Armed Forces of the Philippines said that Borre was the comanding officer of the ROC Southern Tagalog regional party committee and a member of Squad 8 operating in the 3rd and 4th districts of Laguna, and north and central Quezon.

Borre is the second ranking NPA leader arrested recently in Cavite. Last Monday, Adelberto Silva, reportedly higher on the communist totem pole, was nabbed by authorities.
