Gerardo Limlingan
He was one of Binay’s two longtime trusted aides to whom former Makati City Vice Mayor Ernesto Mercado said he handed over duffel bags containing millions of pesos in alleged kickbacks for Binay. Records of the Securities and Exchange Commission (SEC) showed that he was the registered owner and vice president of Agrifortuna Inc. and a shareholder of Meriras Realty and Development Corp. Limlingan is also a board member and business sector representative of the University of Makati and president of the JC Binay Foundation.
Eduviges Baloloy
Eduviges “Ebeng” D. Baloloy was the other Binay personal aide who allegedly received duffel bags from Mercado containing millions of pesos in kickbacks for Binay.
Erlinda Chong
She is one of the owners of Meriras Realty and Development Corp. Mercado, who turned against Binay after he was junked as candidate for Makati mayor, said she was Binay’s cover for the cakes given to Makati City’s senior residents and managed the cafeteria at Makati City Hall and Ospital ng Makati.

James Lee Tiu, brother of Antonio Tiu, is a shareholder of Sunchamp Real Estate Development Corp. He and his wife, Ann Loraine Buencamino-Tiu, made total contributions of P15 million to Binay’s vice presidential campaign and P5 million to the latter’s party, PDP-Laban in the 2010 national elections—some of the expenses found by the Bureau of Internal Revenue to charge them with P39-million tax evasion in 2014.

Kim Tun Chong is among the incorporators of Millennium Food Chains Corp. and purported owner of Meriras Realty and Development Corp. according to Mercado.

Kimsfer Chong is a director of Millennium Food Chains Corp., according to the company’s 2014 general information sheet. Alleged to be an owner of Meriras Realty and Development Corp. by Mercado.

In a Senate hearing in September, Mercado alleged that Lopez is among the new owners of Omni Security Investigation and General Services, a security and janitorial services company that won contracts with the Makati government when Binay was the city’s mayor. Listed as a treasurer of Omni from 2010 to 2014, according to the company’s general information sheets. Mercado said Lopez replaced businessman Jose Orillaza and his other partners.
