MANILA, Philippines—The Moro Islamic Liberation Front (MILF) on Tuesday submitted a copy of its full report on the Mamasapano incident to the Senate.
The probe, which was done by five members, started on January 26, a day after the botched operation which resulted in the deaths of 44 members of the Special Action Force (SAF).
The report reasoned out that the fightback of the the Bangsamoro Islamic Armed Forces against the SAF men was justified. It also included the identities and photos of the Moro rebels and three civilians who were killed during the gunfight.

Other findings of the report include:
- The BIAF members were justified in fighting back after it was fired upon by the PNP-SAF (Philippine National Police-Special Action Force) in Tukanalipao.
- The MILF should file a protest regarding the violation of the ceasefire by the PNP-SAF.
- There should be an investigation to determine the liability of Police Office 2 Christopher Lalan for allegedly killing 4 MILF combatants while they were sleeping inside a makeshift mosque in Barangay Tukanalipao.
- The PNP-SAF violated the government and MILF’s ceasefire agreement and the Implementing Guidelines of the Ad Hoc Joint Action Group as it did not coordinate the operations through the established protocols of the ceasefire mechanisms.
- The PNP-SAF committed human rights violations, citing Lalan’s killings of 4 MILF combatants
