Bilibid inmate who attacked 8-year-old girl tested positive for drugs

MANILA, Philippines–The inmate who attacked the eight-year-old girl inside the New Bilibid Prison (NBP) on New Year’s Day tested positive for drugs, Justice Secretary Leila de Lima said Monday.

Norvic Domingo confessed to attacking the child of his fellow inmate during a children’s party hosted by the Bahala na Gang for children of its members.

“I specifically instructed them (NBP officials) to conduct a drug test on the suspect and they reported to me yesterday (Sunday) that he tested positive,” De Lima told reporters.

The child was found sprawled inside a Catholic chapel’s comfort room without an underwear and with rope around her neck.

The police medico legal and an examination conducted by the National Bureau of Investigation showed that the child was not raped.

After the child’s parents reported that she was missing, a search was conducted. De Lima said someone saw Domingo enter the comfort room with the victim.

Domingo will be charged with attempted rape, frustrated homicide and child abuse.
