THE COMMISSION on Higher Education (CHED) was created 17 years ago, on May 18, with the approval of Republic Act No. 7722 or the Higher Education Act of 1994.  Its creation was part of an agenda to divide the education sector into three governing bodies: CHED for tertiary and graduate education, Department of Education for basic education; and Technical Education and Skills Development Authority for technical-vocational and middle-level education.
