BAYOMBONG, Nueva Vizcaya—The Civil Service Commission (CSC) reinstated 62 provincial employees who fought their dismissal last year by Gov. Ruth Padilla.

In a decision released on Thursday, the CSC declared as unlawful Padilla’s executive order, which “revoked, recalled and withdrew” the appointments and promotions of 196 employees during the term of her predecessor, former Gov. Luisa Cuaresma.

Padilla sacked the employees because of alleged irregularities in their appointments.

“(The allegation) that the appointments were supposedly tainted by serious legal infirmities that rendered them void ab initio does not justify the governor into (sic) arrogating unto herself the power to strike down the appointments in question,” said the CSC decision.

The CSC also ordered the provincial government to pay the employees their back salaries and other benefits.

It, however, recalled the appointment of 18 other employees who were appointed in June 2013, ruling that their employment in the last month of Cuaresma’s tenure was “not pressing” and could not be justified. Inquirer Northern Luzon
