MANILA, Philippines—Camp Crame, the headquarters of the Philippine National Police located in Quezon City, was named after Brig. Gen. Rafael Crame. Born on Oct. 2, 1863, in Malabon, Crame was the first Filipino chief of the Philippine Constabulary. He died on Jan. 1, 1927. Marielle Medina, Inquirer Research
