MANILA, Philippines—The Land Transportation Franchising and Regulatory Board has grounded 16 buses of Victory Liner over the accident in Pampanga last Sept. 21, which killed the conductor and injured 22 others including the driver.

The order, issued on Thursday and signed by LTFRB chair Winston Ginez and board members Ariel Inton and Ronaldo Corpus, preventively suspends the buses running in the Sta. Cruz, Zambales-to-Pasay City-route for not more than 30 days.
