Blue alert level status means that half of the members of the NDRRMC are on standby for any emergencies.
In its latest weather bulletin, the Philippine Atmospheric Geophysical Astronomical and Services Administration (Pagasa) raised Public Storm Signal No. 1 over Isabela, Cagayan, Quirino, Aurora and Catanduanes.
“Luis” was expected to make landfall over Isabela on Sunday evening or early Monday, Pagasa said.
It said the tropical storm would enhance the southwest monsoon and would bring heavy rains and thunderstorms.
The NDRRMC, in an advisory, said it has directed its regional disaster risk reduction and management councils in Luzon to observe “heightened alert.”
The advisory covers the following areas: Ilocos, Cagayan Valley, Central Luzon, Bicol, Cordillera and Metro Manila.
