MANILA, Philippines–Davao City Mayor Rodrigo Duterte warned rogue police officers who engage in “hulidap” to never set foot in his city or else they will be dead.

“Huwag kang maghulidap-hulidap dito. Papatayin kita. Pulis na maghulidap dito, I’ll shoot you,” Duterte said in an interview with Davao City reporters Wednesday night.

[Do not attempt “hulidap” here. I will kill you. Policemen who will attempt to commit “hulidap” here, I’ll shoot you.]

“Hulidap” refers to arresting civilians on trumped-up charges and releasing them in exchange for money.

Duterte cautioned erring cops to avoid being assigned to Davao because he will kill them.

“Do not do it in my city. Ilan ba ang siyudad ng Pilipinas? Seventy-two? Mamili ka ng siyudad na assignment na huwag dito sa Davao kasi papatayin talaga kita,” Duterte added.

[Do not do it in my city. How many cities are there in the Philippines? Seventy-two? You pick an assignment but not in Davao because I will kill you.]

The statement was a reaction to the P2 million robbery-abduction incident on Epifanio de los Santos Avenue (EDSA) in Mandaluyong City last week which involved 10 policemen.

Duterte also called for the Philippine National Police’s heightened vigilance, saying that crimes in the country have spiked.
