It’s his turn to complain of harassment.

Byron Garcia, brother of Gov. Gwendolyn Garcia, said Filinvest sent security personnel to the Corona del Mar  in Talisay City to “harass” him and other residents.

“They distributed leaflets and said that our association was illegal. It’s like a war zone in the subdivision,” Garcia said.

“ They are terrorizing us here,” Byron  told Cebu Daily News.
The night before Garcia parked two of his vehicles to block part of a diversion  access road to Escala, a new subdivision being developed by Filinvest.

Security forces moved the vehicles away from the road yesterday morning.

In a previous interview, Garcia said homeowners would file charges against Filinvest for not delivering on its promises to provide various services and amenities, which were cited in their sale pitch to attract  buyers.

He said Corona del Mar was supposed to have jogging trails, a beach volleyball court, wide roads and a children’s playground but these were not complied with.

Garcia said that his group would file a complaint with  the  House and Land Use Regulatory Board (HLURB).

He said  Filinvest violated Presidential Decree 957 which provides for the sale and regulation of subdivision lots and condominiums. /Reporter Candeze Mongaya
