MANILA, Philippines — The public is warned against heavy rains, strong winds, lightning and possible flashfloods as the state weather bureau issued a thunderstorm alert in Metro Manila and nearby provinces on Tuesday afternoon.

“Thunderstorm is affecting Metro Manila (Cubao, Marikina, Valenzuela, North Caloocan, Las Piñas), Rizal (Rodriguez, San Mateo, Antipolo, Cupang), Zambales (Sta.
