MANILA, Philippines–The president of the Cagayan State University has been kicked out of office and slapped with criminal charges for using the school’s money to pay for his home renovation.
Ombudsman Conchita Carpio-Morales ordered the dismissal of CSU President Roger Perez for grave misconduct and his indictment for malversation, indirect bribery and violation of the Antigraft and Corrupt Practices Act.
Perez was found to have used government materials, equipment, laborers and electricity to construct a steel staircase and steel windows in his house.
“On several occasions in August 2006, Perez took various materials and equipment from the CSU warehouse for delivery to his house. Security logbooks also showed that laborers took equipment and materials from the CSU warehouse to his house,” the Ombudsman said.
“The use of public properties, equipment and labor services for personal gain is a classic case of malversation,” said Morales.
Perez was also found to have received bribe money from Freyssinet Filipinas Corp., a CSU supplier.
The Ombudsman said Perez “appears to have solicited and received in his own name the amount of P140,000 from Freyssinet.”
She said Perez received the check after Freyssinet delivered P2.38 million worth of pre-cast gutter for the completion of the CSU gymnasium.
