More senators disclose how they spent their DAP

MANILA, Philippines–More senators disclosed details of their Disbursement Accelesration Program (DAP) projects on Wednesday.

Former Sen. Edgardo Angara said the P50 million in DAP funds allocated for his chosen projects were spent for five infrastructure projects implemented by the Department of Public Works and Highways (DPWH).

The DPWH awarded the project contracts through open and transparent bidding, he said. All five projects have been completed, he added.

Among the projects were construction or rehabilitation of roads in the provinces of Cagayan, Antique and Abra, and these amounted to P30 million, he said.

The two other projects were in Quezon City and involved road rehabilitation and the widening and construction of drainage. These cost P20 million.

Sen. Sergio Osmeña III also disclosed details of his P50-million DAP allocation, which he said also went to projects implemented by the DPWH.

The projects consisted of road repair or rehabilitation projects in the provinces of Siquijor, Leyte, Samar, Bukidnon and Surigao del Sur.

Didn’t ask for source

Osmeña also provided copies of the special allotment release orders for the projects, all dated Dec. 26, 2012.

Sen. JV Ejercito, who admitted he had received P10 million from the DAP when he was San Juan representative, said his allocation went to training through the Technology Resource Center and milk for students through the National Dairy Authority.

Ejercito said his fault was not asking about the source of the additional funding for the projects. He said he had been too excited to bring the projects to his district.
