The report said Philip Tolentino Avino, 31, surrendered to Moreno in Cubao, Quezon City.
The report added that Avino approached his brother, Police Officer 3 Jeffrey Sta. Ana of Quezon City police, and his aunt Chit Tolentino, a chairwoman in Manila, to arrange his surrender to the city official.
Avino, however, denied he was involved in the massacre and insisted that due process must be observed.
He further claimed that he was framed up for the crime.
As of posting time, Avino is now escorted by police authorities on his way to the Baguio City police which is investigating the massacre.
On Sunday, five people, including three children, were killed when a man barged into their apartment unit in Baguio City and stabbed them to death. The victims were identified as Joey Nociete, 8; Dave John de Guzman, 7; Raymund del Mundo, 8; Jackelyn Nociete, 19; and housemaid Jonalyn Lozano.
