MANILA, Philippines — The body of a man believed to have been summarily executed was dumped before dawn Thursday inside the Balara Filter compound in Quezon City.

A sheet of bond paper with the words “Wag pong tularan, droga po ang hanapbuhay ko (Don’t imitate me, I made a living out of drugs)” was left on top of the victim’s body.

Police Officer 2 Anthony Tejerero said the body was discovered at around 12:39 a.m. Thursday at a parking lot near the windmill of the Balara filter compound in Barangay (village) Pansol.
