DoJ panel recommends indictment of Manila cop on torture charge

MANILA, Philippines – A Department of Justice panel has recommended the filing of criminal charges against a Manila policeman shown on video torturing a suspect by tugging on his penis with the use of a string.

In a resolution following his panel’s preliminary investigation of torture charges against Senior Inspector Joselito Binayug, Senior Assistant State Prosecutor Phillip Kimpo said the Manila police station commander was also liable for the torture of one Darius Evangelista, by virtue of command responsibility.

Binayug’s colleagues will also be charged with conspiracy, Kimpo added.

A video of Binayug torturing Evangelista inside a Manila police station last year became viral on the video-sharing site, You Tube.
