PNP to deploy ‘mystery clients’

MANILA, Philippines—Just like a strategy in marketing, the Philippine National Police will soon deploy “mystery clients” to lodge complaints in various police stations nationwide and assess the performance of PNP personnel.

Primarily, the job of the mystery clients is to check the behavior of policemen and to monitor if they are present in their designated police station to fulfill their duty.

“This is a project of the PNP. The job of Police Community Relations Group is to execute this program and send mystery complainants to police stations,” Senior Superintendent Nestor Quinsay Jr., PCRG director, told the reporters Tuesday.

Once the clients spot irregularities in police stations, or they see policemen failing to perform their tasks, they would relay their feedback to the PNP.

The PCRG, Quinsay said, will then call the attention of the erring personnel and reprimand them for their first offense.

“They would be notified first. If they would not take action on the complaints as reported by the clients, we can immediately order their relief,” he said.

He added the purpose of the said watchdog program is ensure the integrity of the police force in the entire Philippines.

“This is more of survey constructive to us, personnel, as well as to the police stations,” he said.

Not giving a specific date for confidentiality, Quinsay said his office will start deploying mystery clients “within this month.”
