The  hearing  conducted by the Senate committee  on peace, unification and reconciliation  was initiated by  its own chairman, Senator  Teofisto Guingona  III, who filed a resolution seeking an inquiry into the issue.

Guingona  sought the inquiry to get a “firmer grasp of the issues and challenges  that   will be faced by the nation   with the impending passage of  the  Bangsamoro basic law.”

Present in the hearing were Secretary Teresita Deles, presidential adviser on the peace process;  Professor Miriam Colonel-Ferrer, chairman of the government’s peace panel; and Zamboanga Representative Celso Lobregat, among others.
